Missouri Legislative Session Recap – 2025

The 2025 Missouri Legislative Session has officially wrapped. Out of 2,546 bills introduced (1,713 in the House and 833 in the Senate), only 70 made it through both chambers and were sent to Governor Kehoe. As of now, just 3 have been signed into law, with 17 of those being budget-related.

There’s talk of a possible special session to revisit the stalled stadium funding bill for the Royals and Chiefs.

 

Key Bills MWACA Was Tracking:

  • Motor Vehicle Inspection Exemptions (HB 378, HB 247, HB 799):
    Several bills attempted to change safety inspection requirements—shifting the exemption to vehicles with less than 150,000 miles and model years 2012 or newer. All failed to pass.
  • Emissions Inspection Repeal (HB 960, HB 1185):
    Proposed to eliminate emissions programs by 2027. Did not advance.
  • VIN/Odometer Inspections by Dealers (HB 1018):
    Would have allowed licensed dealers to conduct inspections in certain cases. Bill died in committee.
  • Entrepreneur Rights Act (HB 546):
    Would have exempted small/seasonal businesses from new minimum wage increases. Did not pass.
  • One License Plate Bill (SB 452):
    Proposed issuing a single plate instead of two. Failed in committee.
  • Capital Gains Tax Exemption (HCS HBs 594 & 508 / SB 46):
    Passed and sent to the Governor. Allows 100% state income tax deduction on federal capital gains starting in 2025.

MWACA will continue monitoring legislative activity and keep members informed of any special sessions or changes.
